Instead of the current setup, I propose there should be a cap in general with a tier system.
It's a little iffy to expect people to have as many curses as powers, really, and by putting a general cap it ensures that people write/play them out and think more carefully about what combinations they want/will work towards, without having to sacrifice aspects of their characters or rework storylines so it's net value.
For the tier system:
Remove the current, arbitrary rpp / karma prices and instead set it up so that traits are bunched by ease of play and desirability. This would mean that the fancier the power or the easier the curse, the more RPP it costs and the more people would have to roleplay to get them.
This way people can start with some challenging traits and be motivated to work their way up towards some really cool powers or easier to manage curses.
I do still think there should be a min/max combination, but not 1:1.
