UPDATE: End Game Weapon Loot

If you're level 60 or higher, you'll start to pick up gradually better and better weapons and weapon parts. These can be found in NPC fights, through B&E, or as loot laying around on the floor (though this will be the least effective of the three).

The exact specifics are best described using several examples (all burglaries / PVE):

At level 60: 1 in 20 chance of a +1 stat to a weapon or weapon part, and then a continuous small chance (starting at 1 in 90 and then incrementally less likely) to add yet another +1 on top of that.

At level 70: 1 in 10 chance of a +1 stat, and then a continuous small chance (starting: 1 in 18) to add yet another + 1.

At level 100: 100% chance of a +1 stat, and then a continuous chance (starting at 1 in 4) to add yet another +1.

At level 120: 100% chance of a +1 stat, and then a continuous chance (starting at 1 in 3) to add yet another + 1.

The incremental chance of the weapon / weapon part being boosted further decreases by 10% each time, so even at level 120 you'll be unlikely to roll a +3 weapon part, but it will happen sometimes. The chance of a level 100 getting a weapon part that has +4 end game points added to it is something like 1 in 2000, but it will happen occasionally.

Please note that these end game weapon stat boosts are added to the existing random rolls for weapons. This means that if it was incredibly rare for you to find a quality 13 part, it will remain the same rarity for you to get a quality 14-15 part (depending on your level), but you'll also have a chance to very very rarely find quality 17 parts, or even higher if you continue to level up.

Weapons found with these high stats, or weapons made with these end game weapon parts are not restricted by level, which means high level players can craft super powerful weapons for their low level friends, if they wish.
