blackbox blocking page? [?]

I've noticed this happening a few times but at first, I figured it was a 'just me' sort of thing. But it keeps happening and only at the Path Forum.

This black box just takes up about 1/3 of the page, going across from one side to the other. It sort of 'flickers' but moves with the scrolling and doesn't go away unless I leave the page I'm on and go back.

It's happened while composing private messages, writing posts and while using moderator features (as seen in the screenie, link below)

Could this be due to the work being done on the skins?

I'm using Purple Goth, on Chrome, Windows 10.
