I found the best way to avoid notoriety during this present chapter and using a vampire is to either be high enough in stealth to avoid detection (which can be extremely difficult to obtain), having a specific power (which may also be difficult), being a crafter/forger and thus able to buy contraband blood, or hiding out in places like the gangland slums. In my opinion, that last one really doesn't make sense. Realistically, if one were to hang around a place that was normally populated by shady people and known criminals you were probably one of three things, another criminal, a cop, or a victim.

The cops I'm pretty sure would know you're not a cop, and considering how most characters are armed with oftentimes large or noticeable weapons, you really don't look like a victim either.

I was thinking it would be a good idea to basically install notoriety levels for locations, the more time you spend around a location with certain levels of notoriety the more your notoriety becomes like that locations. While some places may not have as much influence, such as the sewers since there aren't many npc people there, I do think others should have plenty such as the gangland slums or in reverse certain places, such as the docks.
