You can now use catch-up boosts in the karma shop in order to convert wasted energy directly to experience points, instead of energy. However, the conversion rate is significantly lower than it would be if you used the energy manually to grind for experience points.
Regardless, this is a decent option for people who waste energy due to vacation or inactivity, but don't have much time to use up all their wasted energy from boosts, and instead opt to convert it directly and take a hit to the total experience points they could gain. It's also a useful feature for those who find grinding for experience to be boring, but who don't get much time to roleplay.
The boosts are limited in the exact same way as the other boosts are. You can only 'buy back' 50% of your wasted energy (due to inactivity). These limitations are in place in order to prevent anyone using the feature to get ahead; as they are catch-up boosts, you can only use them to make up 50% of lost ground which you might have accumulated due to real life getting in the way, etc. The low conversion rates (33-50% less than you'd gain if you levelled up manually) also help to prevent the boosts from being used as a pay-to-win mechanic. They cost 2 karma per boost, which is the same as the energy boosts.
