I'm not sure I understand the logic behind them being able to be bought with karma only? Is there a reason?

My suggestion is that they be available for IGC. They're useful not just for the fun of it, but IC they can be used for training exercises. Toys that in real life would readily be available to buy or make but IC have to be somehow explained away as some rare item that one can't really get their hands on easily?
