Changing Character names

When someone starts out as a human, if they are turned, they should have the opportunity to choose a new Vampire Name, for free.

Especially if the character wishes to become associated with their lineage by taking the lineage name.

But to do that currently, costs 10 Karma. At the going rate of karma that's rather expensive for a new player.
