If you have a Critical Wound, no cash (and no ATM card), and you go to buy a Blood Pack, it tells you that you don't have enough cash (rather than telling you that you can't buy Blood Packs with Critical Wounds). I think that is somewhat misleading, and would be frustrating for newbies who would go get the cash, come back, and get rejected again.
