Since the introduction of the new legislation, The Distinction Between Living and Animated Persons Act, the government has received both praise and condemnation from residents within Harper Rock City.
Under the act introduced in April 2019, Vampires are being catalogued, microchipped, checked at every stop, and are now required to keep a specialized identification card at all times. While one side of the debate is outraged that this act has caused these sentient creatures to receive fewer rights than animals, there are far more people that believe the act doesn’t go far enough.
Information about how to spot Vampires has been made public and plentiful, with some individuals taking it upon themselves to identify and assault Vampires on sight. Vigilante acts have been recorded and uploaded to social media sites as well as official news channels, presenting the argument that Vampires are dangerous and need to be eradicated permanently. As a result, relations between Humans and Vampires have significantly worsened.
Responding to pressure from the majority, the government has introduced additional enforcement procedures. Vampires are now prosecuted with extreme prejudice by law enforcement if they fail to present an official ID card when requested.
However, the vocal minority - spurred by recent scenes of riots and protests happening across the globe - have taken up their banners to denounce the government that has made the act, calling for a vote of no confidence, and pushing for a new general election.
The government of Harper Rock, led by Mayor Wyatt Bancroft, is quietly watching the proceedings with trepidation. There are fears that events will devolve into civil war beyond civil unrest. Furthermore, if the vocal minority were to gain increased support, then they would be forced to honour the request of a general election and lose power over the city.
The criminal underbelly has also been watching events, but is eager to take advantage of the value of these specialised ID cards and the certificate of mortality. If residents of Harper Rock City knew where to look, they can find very convincing replicas of Human IDs available for sale on the Black Market along with other helpful services such as access to military personnel who are willing to look the other way for the right price.

This chapter will be effected by Roleplay actions only.
The purpose of this chapter is to determine the weight of support that the government and the The Distinction Between Living and Animated Persons Act receives. Your actions in written roleplay will affect a hidden slider representing support for the act to be amended, either to make it more or less severe to Vampire kind, or to be removed altogether.
The consequences of your actions could result in harsher treatments for Vampire kind, worsening relationships between Vampires and Humans, a civil uprising, a general election being called to decide a new Mayor for Harper Rock City, more sympathy for Vampires and better Human relations, as well as some hidden consequences. Some changes will be reflected with grid activity.

- Bear in mind, all threads are now Impact Threads, so your actions during this Chapter may have big consequences, especially if several people or groups are doing the same or similar things, or working towards the same or similar goals.

Depending on how the slider looks when it comes time for the chapter update, will determine if any influence was made at all. Which means that there needs to be some chance for failure. In other words, don't go into your roleplay expecting for any plan to be fool-proof.
Feel free to make any necessary NPCs to help your story along, however please be mindful that your NPC should respect the game's canon and you shouldn't expect that your character would receive an audience with the Mayor, as an example.

It's important to remember that more information will be revealed about what's going on with the chapter, but only if a certain choice is made. And every major choice for this chapter is going to intensify the stakes just a little bit more. So we are really hoping you guys enjoy it.
The end of Part 1 will be January 31 2021 at which point the sliders will lock and we will consolidate the results. Later on in the New Year, you will receive more story.
