Bug type: gameplay problem

Bug details: after buying a pxp redistribution, the mastery powers were still there. I did this twice and both times it only removed the regular powers.

note: 'Guided Hand' is a Paladin Mastery Power. The other two are Blood Thief Masteries.

Mastery refunds are disabled, though I'm not sure I remember the logic there. I suspect it might have been a temporary measure. If anyone can remember hearing anything about why I have that disabled, please let me know. I'll give it some thought.
