New NPC Mechanic idea?
Could there be an NPC that actually chases you on grid and fires at you? Maybe a 1 in 6 chance to hit you and follows you 2 to 8 blocks unless you fight them or teleport/transit away? Be a good npc for when you're trying to lose notoriety, actually make you feel hunted.

That could be one, though "elite" makes me think it'd have a better hit chance.

Maybe if it could be coded to not engage with anyone under a certain level? That could be enough to turn a newb right off but otherwise, I like the idea. Michelle had something similar in her vampire game.

They had a 100% chance to hit while chasing. That's why I said a 1 in 6 chance to hit with my idea, that could be changed to make it more or less frequent. Here's another idea.
A NPC that gets stronger when people lose against it.
Example. You fight the npc, and lose. The npc gains some points. After X amount of points, one of the stats upgrade at random. The exp would have a slight increase. Not sure about loot though.

dont we already have one or 2? one is named lancaster.... one is the alpha fadebeast... you have soldiers, that can shoot at you when you enter sightline, cant even tell they are there before you hit, and they are spawning in buildings now...you have hunters giving criticals over daychange, thats plenty
