The flak jacket can definitely be obtained from killing bad guys in addition to being found on the ground.

They also drop off of the things in the Chem Plant. Not sure exactly what though, because I only just noticed the Enchanted Flak Jacket on Heathen when I went to sell off some of his stuff today

This is what I get for speeding through daily runs.

I'm going to guess it drops off of anything in the Chem Plant though because Heathen can only kill like 3/10 Sergeants, but he's got a pretty good kill rate against the Corporals and Soldiers.

Spent forever and a day running around the chem plant killing hoping to score the flak jacket, walked outside for some fresh air and saw a relic on the ground "It can't be....?..."... it was.... ground score one enchanted flak jacket :)
