Yeah, the limit is only for the basement apartments. The upper floor of the Sanctuary doesn't have a level or race restriction. But the basement apartments (now that David has fixed it - hopefully) only vampires under a certain level are allowed to purchase them. Humans shouldn't be allowed to buy there. But I haven't checked it in a while. Cause I believe the basement apartments are sold out. I might have to talk to David about that, cause I thought they were auto-populating just like the upper floors.
Because of the race/level restriction is why the basement Sanctuary apts were cheaper (cause newbies don't usually have much money).

I have spent quite some time in the tutorial lately, and have made it a point of levelling up as far as I can. Harlow here was LV 11 when she left the tutorial, but it was easier to spend energy and get exp because she's levelled in stealing and mechanics. I could break into places, scour the grid for mula, and complete jobs. Abel, on the other hand, levelled in rituals and business, had to hang around the morgue to kill zombies for a while before I got bored (because he was often unsuccessful). * applying for jobs (we need a job search section that is available to all players)
* daily jobs
* sunlight
* hunters
As for the original post, I think that plenty of low-level vampires are bound to do stupid **** which will get them caught and hunted. I'm torn between making them available to that punishment and letting them learn the ropes unharmed. On one hand, being targeted would teach them that there are consequences to their actions, and would give great roleplay opportunities story-wise. If my experience with Bjorn is anything I've learned from however, is that the amount of stock put into the grid by some hardcore gamers sniffs out enthusiasm when you're a roleplayer with little to no understanding of the consequences of your actions in grid. So I vote to leave out the LV10 players from rituals, but to perhaps add a hunter section to the checklist to make them understand that there are consequences to their actions, especially once they leave the tutorial.
