At 9, 9, Thornside Park there is an entrance tunnel to an abandoned sewer system that was sealed off until recently. Now the whole system has been taken over by the Disciples of Crow.
This new area is intended to bridge the rather large gap between the difficulty of the Caverns and the Lionelli Mansion, and as such it is recommended for characters between the levels of 30 and 40. This is the second of these level 35-ish areas.
This is part of the ongoing NPC rebalancing efforts, and also ties in with the chapter consequences.
Canon notes:
The Disciples of Crow are a group of pretty powerful NPC vampires. Their ranks consist of former rogues and oddball vampires who believe they are receiving messages from Crow himself / herself. These quasi-religious individuals believe that it is for the good of all vampire-kind if the sundering is torn open entirely, so that Crow can be freed and vampires can be truly immortal no matter where in the world they are.
Though they might at first seem to be delusional, they are mostly not stupid, nor are they religious extremists in the normal sense of the word. They would scoff at the notion that they are a cult, and instead consider themselves fairly logical individuals. They point to Isabella Drake as one of the former prophets of Crow, who heard her voice and did her bidding, and was lead to a land which ultimately saved her life. They don't claim to hear voices, and usually don't act insane, but instead they claim that their prophets (a small group of powerful female vampires) are given dreams and visions of the future by Crow. They also do not claim Crow to be a deity, but they do hold the mysterious being in reverence as their savior.
They seem to respect laws of vampiric secrecy, even in their quest to bring about the apocalypse.
