So far, most of the times my characters have been involved in skirmishes, it's been friendly fire. Two characters sparring, or from the same bloodline attacking each other for fun.

Can the 48 hour block system be changed somehow to accommodate for friendly fire?

Example: Jesse and Clover have attacked each other for their own weird reasons, but still hang out together. We want to RP the outcome, but the only place they could do it is in the main part of the lair where they're stuck, or in World chats. But we want it to be a chat RP between the two of them, without anyone else joining in. And, if we want to be pedantic about these things, we'd like for the RP to be in Clover's apartment.

You've said that the 48 hour block shouldn't be taken into account in RP. So in roleplay, there's no mysterious force preventing them from going places. So how do we explain that when we're trying to get into particular places for RP purposes? And can't? Even if the skirmish isn't friendly fire, the 48-hour lock-out hinders RP opportunities. What if there's a function set in a private place but your character isn't able to get into the chats to attend? What if there's no other excuse as to why they can't?

My suggestion is to somehow set up an allies system so that if two people attack each other but they're both on each other's allies list, the rule doesn't apply.
