zero energy Enter Bug [c]
Trying to enter the Station Net Cafe with 0 Energy does this to it temporarily. Not sure if it does this to other public buildings...

I got this twice when leaving riverwood market
It looked like the cobblestone in the market surrounded by wilderness.
