The team for group 3 is only 3 npcs, so they're already outnumbered by the players in our group. can we choose to give the explosives expert more power? I know this is problematic in the QZ, since if something gets blown up, it's less likely to get repaired, but having that person present more of a threat would create a more engaging story for what I had in mind.
You can give them more firepower. I'd even say there can be enough to demolish a building, so long as it isn't one of the ones that a player can enter, like the Asylum etc etc. Namely because the QZ is less likely to get media coverage if a building goes down, so there's more wiggle room there. Just don't go crazy with it.
