The reference to Kool-Aid refers to cult, one in particular, that spiked Kool-Aid with LSD to make the drinkers of the aforementioned Kool-Aid more pliable and open to suggestions. Such as killing themselves.

Tang, besides being the beverage choice of astronauts, if an off-colour slang term that can be used to refer to a ladies... um... special parts.

It's worse than that. There was an Asylum in the Gambondale District (now known as the Quarantine Zone for those non-natives). The General Hospital can only do so much, and the prisons aren't really a long-term solution.

Good to hear about Winterbrook. The delusional and paranoid need to be looked after humanely so that they don't hurt themselves or anyone else.
