The reference to Kool-Aid refers to cult, one in particular, that spiked Kool-Aid with LSD to make the drinkers of the aforementioned Kool-Aid more pliable and open to suggestions. Such as killing themselves.

Tang, besides being the beverage choice of astronauts, if an off-colour slang term that can be used to refer to a ladies... um... special parts.

It's worse than that. There was an Asylum in the Gambondale District (now known as the Quarantine Zone for those non-natives). Now, reports vary on whether the patients were released, killed, or worse... I won't speculate as to which it was because I honestly don't know. What is demonstrable, however, is that the disturbed individuals of Harper Rock haven't had anywhere to go in a long while.
