I've got a low-mid level human able to make 13/11/9 melee weapons without too much difficulty when he can get the parts. Never seem to be able to find blades/heads above quality 9 in the catacombs, though, and he's still a way to go to hitting max metalcrafting skill to make improving them more realistic.

The stats might increase the success rate, but what I meant was he's getting lots of 14 quality parts, so pretty soon I'll be able to increase more of these to 15, or craft something and get lucky enough to get it up to 15, 15. It costs a fortune, and lots of time.
Is it possible, then, to make a weapon better than the sum of its parts? Or, similarly, to break a weapon into better parts than its APQ suggests?

Yes, both are possible at higher skill levels. You could in theory break down a 9, 9, 9 weapon and get two 10 parts out of it. And when assembling a weapon with three 10 parts, you could get 10, 11, 9 or even 11, 11, 9 quite rarely.

when i make guns, that have 3 equal quality, i always get a +1 on either acc. or dmg.

It does seem to be that way. I made Carys with 13, 13, 13 and came out with a 13, 14, 9 :)

Haven't managed that yet. Best I've done yet is starting out with 13/13/10 and coming out with 13/11/9

That result is most common for the near-max statted crafters. Though it is possible for that to come out as 13, 12, 9 or even 14, 14, 9 very rarely.

In theory, there's no limit to the level you can level a part to, though in practice it's a different matter entirely. As far as I've been able to gather, the best quality pieces you can find about the place is 13, making the best you can improve it to 18. That being the case, if, by some miracle, you managed to acquire 3 quality 18 pieces and put them together, would you still come out with nothing higher than 15/15/9?

In such a case, the weapon could be up to 19, 19, 9.
