Re: Questions for David about the Candidates
What the information says makes no difference to the chapter itself. It's all considered bad press. The roleplay doesn't have to match completely with the grid down to the smallest details.
As for killing enemies to find evidence, killing enemies already affects the chapter. Adding info snippets to it too would unbalance things a bit.

Depends if he wants things to balance or not. I guess.
I thought yes, but he didn't say yes for sure.

It's this line: "Adding info snippets to it too would balance things a bit"
Makes me think yes... unless... he typo'd and meant UNbalance?
Pretty sure balance is supposed to be a GOOD thing? lol ;)

Re: Questions for David about the Candidates
How would it unbalance? If there is info on say...2 percent of the npc's that affect the chapter?

Re: Questions for David about the Candidates
What do the percentage bars represent? It's obviously not public support or votes, as Bancroft would have won already (also, can't have more than 100%) so is it, like, reputation or renown?
Will getting Spencer down to -100% have a negative effect of public opinion on Hebigumo? Will getting Gilbert down turn the city against the gangsters? Or is this just "one winner, two losers"?
