Never mind, the message doesn't make any sense as 10 is the highest power one can get at the forge.

10/8/10? if it's a Forge 10/8/10 APQ (note italics) the blade should never decrease in any stats, but any blade with Q9 or less, regardless of the AP being over 10, can certainly decrease.
