People that rack up 2 or more bounty's are slipping into vacation mode and staying there until their bounty's are cleared . My suggestion is simple you cannot slip into Vacation mode while having a bounty. They would have to clear the offense themselves by voluntarily going to the SR or until others kill them then they would be able to go into Vacation Mode.
