Yes which is why I stated the others were privately owned. While the others were publicly owned.
Regardless the only way to truly make a place neutral that doesn't depend on the players is for The David to make a place like that. Otherwise from what I've seen in the past it tends to require OOC reason. Even the Necro had people being killed and attacked within it.

However, until I hear someone being killed in a place where Eri's will is cast, it's now possible to make that happen.

Well, I actually like it being the necro, if everyone -else- is okay with that because its player owned, but that player isn't around. Which means there can't be any issues with the owner of that building because, well, she isn't even around. However, I'd be okay with a building that isn't player owned at all too (same thing obviously) but all buildings that aren't player owned can be purchased - and then can become very not neutral.
I really love the idea of a safe haven in the city where one can go and not have to worry about doing PVP - because like honestly? Leir doesn't PVP and I don't want to PVP on her, but I dont have that choice unless im in a place that has this ritual done on it. I'll gather items for this, so long as I'm actually able to use said building.

A neutral place would be awesome. I'm thinking let's go with public owned for a fresh start?

The Sanctuary is supposed to be a place people can go and relax and chill with no violence. A place for folks to get away from everything and just enjoy the items I've put in there as well as the decor. I tried to cater for everyone in that respect. Ground floor and first floor are open and cannot be closed, do not have an invite list - and I'd love to see people actually using it instead of what all the usual IC BS propaganda is trying to make it out to be, making folks stay away from it.

If so, idk if picking a place that has some form of religious ties to it would be best sorted for that?
I was thinking a cafe, club, library, something along those lines, if that makes sense?

I should add in what the ingredients are so if people already have them lying around and are in to this idea...they can hold on to them?

I'd love to have a neutral ground spot, it would be nice if one continued to be the necro and friends of amara (cause there was the workers?) or a band of locals or body guards start policing it.
My thoughts from RL experience, all of the places mentioned above with the exception of malls should really have no violence or very little on a daily basis, but since this is a town overrun by vampires the tides are twisted to free reign everywhere. Places like gangland or catacombs is bound to have some craziness that keeps the cops coming, but humans and other vampires shouldn't have to worry about the local shopping center when they pick up their groceries or the cemetery where they mourn the dead. It almost feels like we are living in a 'bad' town and turn a blind eye around every corner. That saying, I'm not opposed to multiple neutral grounds. One in each district, let's say. I'd prefer it non-owned because there's the day that the next owner leaves and there has to be some enforcement. It seems easier to police the building when it is your building to secure though.
I think we need a poll.. ;)

Solace Sanctuary - 2, 43 Newborough.
Nothing religious about it. As I've said multiple times and in multiple places. It's a community centre that has strong ties to the local government and runs various programs to help people in their lives.
