No, they would not appear in animal form in the SR. Some of the wraiths are able to see and interpret electronic signals in the same way telepaths do. They've been learning all these years, and watching.
Remember, the wraith guides are the most powerful wraiths remaining in the SR. They've fought hard to remain semi-sane, and in doing so they've achieved a level of control over the shadow realm, and their powers while in the realm, in the same way it is assumed that Crow has also retained power use after all these years. (The assumption of which is based on the premise that Crow is a dead vampire.)

Well, the wraith guides can hack. Some of them, at least. The are the most powerful wraiths "alive", and as such they have mastered the ability to concentrate better while in the SR. Moreover, hacking is once again possible while dead for vampires; it's just a lot harder.
There is an assumption, however, that Eskoph needed to hack at all to be able to post in Crownet. He could have been lying.

Powers can be used outside of HR. The range of Teleport, Celerity, et cetera is a couple of miles tops. Digo is not allowed to use "Celerity to Alaska" as one of his dozen or so escape plans.
That said, it seems this has more to do with the range of the power than it does an inability to use them outside of Harper Rock.

Actually, yes that part about anima is also true. This isn't entirely true. In the past David has said the vampires of Harper's Rock generate anima and learn powers more quickly than the vampires of ages past, because of their proximity to the tear in the veil. While I agree distance from Harper's Rock wouldn't affect power usage it is plausible to RP that a vamp out of the city regenerates their anima more slowly.

Currently the only reason I have for that is that it's too hard to stop crossing if people know OOC who is posting what, but they are forced to ignore that information IC because of a displayed handle.
