Disable True Leader on NADUMA

Shouldn't there be a cap to how many people can be boosted in one go? NADUMA has 170+ members. Surely it would take an immensely powerful vampire to boost that many individuals, or require much much more anima to extend that reach.

On top of that, indiscriminately using boosts could lead to IC consequences (i.e. by any paladins and anti-vampire fae/humans who are part of NADUMA) and in light of past experience on Path I don't think that IC retribution would be kindly taken to OOC despite being legitimate.

Alternatively, could we make it so that characters on one's Enemies list cannot boost one regardless of whether one shares a faction, especially if they are wide-spread ones like NADUMA?

It seems a bit of a stretch to allow True Leader to be used for this faction, and difficult IC wise to explain these unwelcome boosts on characters who would retaliate. Lastly, these boosts get in the way of smaller faction/IC-relevant boosts that might benefit the Allies casting them.
