Relic Suggestion: Cap Increasing Relic

The basic idea is this:
A relic each character can only possess one of. Once obtained, you would be directed to pick a single skill or attribute. The chosen option would then have its maximum cap increased. This should obviously be end game loot for higher level players with an extremely rare drop rate.
I'll be putting poll options for a +5 increase, +1 increase, Other Increase, or No. Please specify your "other" decision in the Game Discussion thread.
