That threw me at first as well, lol. But it's not a bug, it's what happens when there isn't anyone with any notoriety. So it's 'good news'. ;D

I was wondering about that. Mike had gotten it during hacking, half expecting his name on there because he couldn't get out of an B&E fight. <.<

Actually, there is a bug involved, then, because there have been people on the list with notoriety (some fairly high) and that's popped up when I've hacked.

It was doing that when it was first implemented as well, I wonder what triggered it to start doing it again? & I've edited the O.P. subject to mark this a 'B'.

I'm wondering if its a measure put in place so if only one person is on the list, it'll prevent people from lowering the bounty super quick by adding some randomness to it.

Yeah it's intentional. If there are only 1 or 2 people on the list and their notoriety is quite low then the chances of coming across evidence regarding an unknown individual is higher.
