This is just what happens when there are too few people with infractions to hack up or down. Just so you don't get the same person or persons over and over again.

I can see this happening when there aren't more than a couple of names to draw from but I keep getting it. >.<

It's likely that you'll get it very often, because this is the message that happens 100% of the time if there's nobody with enough bounty (notoriety / wanted level) to show up on the list.

but that's the thing. There has been.
For example, just last night Lancaster and Nikolas (sp?) were both on the list at over 20 not. each. But while hacking, neither one ever came up at all while the unknown ind. came up every other hack! >.<
