UPDATE: The New Bounty System

You asked for it, you fought for it, don't say we didn't warn you ( ), so I'd like to be the first to give a big 'welcome back' to the bounty system. With a few differences, this time around.
This new bounty system is "based on data syphoned from law enforcement agencies", if you can believe the makers of the dark web hit list. It's essentially a most-wanted list comprised of wanted lists from police, army, counter-terrorism, and similar agencies. If you commit regular crimes in Harper Rock and you're sloppy enough to get caught, then you're likely to be going on this list.
To access the most wanted list, log onto the internet and click "2. View most wanted list."

Notoriety
- The new system is based on your police notoriety level.
- Anything over a notoriety score of 10 will cause you to show up on the bounty list for at least 24 hours.
- Illegal actions which entail some kind of supernatural activity are weighted to increase your wanted level faster.
- Killing gangsters no longer increases your notoriety level as it did before.
- Killing cops or soldiers (outside of b&e) increases your notoriety level by 10 points.
- Killing guards in b&e increases your notoriety level by 3 points.
- Attacking guards or cops in b&e, but losing increases your notoriety level by 1 point.
- Cops turning up in b&e increases your notoriety level by 2 points.
- Failing to pick a pocket increases your notoriety level by 0.2 points.
- Killing thieves or government agents increases your notoriety level by 1 point.
- Failing a hack increases your notoriety level by 4 points.
- Being seen feeding on a human increases your notoriety level by 2 points per level of security.
- Being seen using dangerous powers increases your notoriety level by 6 points, plus 2 points per sec level.
- Being seen using powers or feeding will only get you in half as much trouble if you have the Enchanter power.
- Being seen PVPing increases your notoriety level by 1 points per sec level.
- Failing a daily dilemma on an illegal business increases your notoriety level by 4 points, but only if the result is 'bad'. This cannot happen with positive daily dilemmas where there is no risk.

Ways to Decrease Your Notoriety
- Note: you will not vanish from the most wanted list for 24 hours after you get your notoriety down to a sufficiently low point ($20k bounty or less than 10 notoriety points). However, the reward for killing you will decrease at a real time rate, even though your highest bounty reached is displayed regardless, until you get off the list one way or the other.
- You can pay bribes at the police department. The rate for this is three times the highest amount your bounty value has been in the past 24 hours. This must be paid in cash.
- You can destroy incriminating evidence by hacking, or have somebody do this for you. However, this has been decreased from 5 points per hack, to 3 points per hack.
- Selling zombie ears lowers your notoriety level (20 ears per 1 point).
- Killing a bounty target will lower your notoriety by 1/3rd the notoriety score of your target at the time of death.
- Coming shortly: a new ritual you can use to lower your notoriety level.
- Coming soon: assassination missions you can use to assassinate witnesses to your crimes.
Killing a Target
- Bounty rewards are MUCH higher than they were under the previous system. A decent bounty reward is now around $150,000.
- Killing a bounty target means that each person to have wounded the individual gets an even cut of the bounty.
- The maximum reward each person can get from a kill is $30,000, so it pays to work in a group. This should also help to cut down on people simply letting their friends kill them for profit.
Misc Changes
- High level characters have a great bounter per notoriety point than low level ones.
- Any activity where there is risk of increasing your notoriety now gives roughly 15 - 20% more XP than before.
- Potential business profits have been increased quite a lot for illegal businesses.
- You're now less likely to find yourself in an evidence hack (1 in 3 chance).
- Increasing other people's notoriety via evidence hacks is still possible, but you can only increase it by 1 point at a time now (down from 2).
- You cannot get on the wanted list if you are level 9 or lower.
- There are now messages in the tutorial (after hacking, picking pockets, or b&e) that warn newbies not to be too sloppy commiting crimes.
- Notoriety is capped at 50 points.
- Daily decrease rate of notoriety points remains at 3 per day.
- When hacking for evidence, you'll now be able to see the exact notoriety point value of the individual for whom the evidence pertains.
