The character creation for this individual has not yet been completed.

So how did they manage to apply for a job? O.o

Gone doesn't exist anymore. They must have applied and then deleted themselves. But that does mean it's a bug that's allowing applications to remain after character deletion, which is minor but I'll fix it now real quick.
