Tracing Crownet users

Alright -- I'm 80% certain I brought this up before, but I can't find the thread / don't remember if I made a thread.
Crownet -- Accessible via computer, hacked phone, telepathy.
And accessible out in the world or inside of a public/private lair.
There is no means of discerning the medium by which a post or thread is posted - neither IC nor OOC. This means that using the dice roller to determine whether or not a person's location can be traced is pointless and might border on crossing should the person be using telepathy out in the world / be stated high enough to cover their tracks, or something...
So I'm curious---
Without an administrator to bribe reach out to, and with no way of gauging whether the character responding to / posting a thread is doing so via a traceable channel, what recourses, if any, are available?
It feels like a huge potential for crossing and plot backtracking.
Alternatively, if it is possible...
Is there a minimum threshold (relevant stats and attributes) that entitles your character to even try for a dice roll / overrides the need for a dice roll?
