We got a new person today, Atlas Oleksa, who's ended up under Jarrett who's in Vacation Mode:

This has happened a few times recently.
Could this possibly be fixed so that potential RPers don't end up under people who aren't active and can't immediately help them?

In this same vein. Everyone who has sired under my girls has immediately gone to vacation/inactive mode. How long does it take for these to fall off.

Lancaster: unfortunately not a bug. It still pulls people as potential sires if they have moved within the past 7 days.
Meara: I've just updated it so that people who don't finish character creation are deleted after 2 weeks, and people who don't even make it to level 4 are deleted after 1 month of inactivity. People who don't make it to level 15 are still deleted after 6 months of inactivity.

is level 30 still the magic number to NOT get deleted in a purge and if so, how long would a level 29 stick around before being wiped?

Can that be changed?

Yes, level 30s do not get deleted, ever. Those who don't make it to level 30 (but make it past 15) will be deleted after 1 year, if they've never bought karma.

I don't think it should be, especially right now with so many siring slots being taken up. Somebody who hasn't been around in only 6 days is likely to return. It's only the ones who haven't been around in like a month who might not be interested at all anymore.
