Hardcore Ruleset Guidelines questions?

[3] - In the Event of a Fight, the Loser Must Bow Out
Unless the victor's writer wishes it otherwise, the loser of the fight must withdraw from the thread. Characters who refuse to fight are considered to have run away, and so they must also withdraw from the thread. All fights should be settled either through RP challenges (the forum "attack" button), skirmishes, or duels. Fights need not to be to the death, or even result in wounds in-game depending on the chosen conflict method. The conflict method should be stipulated by the thread's creator in the first post, or in planning. If the thread creator does not stipulate which method is to be used then the method of settling the conflict defaults to the forum "attack" system.
Does that mean in my first post I need to do like an OC section for stipulations of fights?
Like if I want all fights to be to the death do I need to write that at a OC section at the top?
Is one able to stipulate if they are death battles or if they are skirmish?
Can you stipulate that all battles after the 1 on 1 or more like 2 on 1?
I swear it says somewhere that you are the unofficial GM of the thread and what you start.
Would it be appropriate to ask another GM someone that is respected by both parties in case of a discrepancy on opinions of an action or action. So that it would be a fair outcome for all parties involved. So that You/the thread starter would be seen as biased toward your self and your friends if need be.
