you can not use powers on someone who is battle?

I did not know this and am having trouble finding it... can someone point me the right way?
The incident was that I wanted to mind block Bancroft.
The message from the grid when I tried told me;
"You cannot use this power on a target who is currently in battle, unless you are in battle with them."
Is this regarding the limit to the number of attackers?
& Who is attacking Bancroft?
I doubt this is a bug but I'm trying to figure it out regardless.

I doubt they realy even exist on grid. So that's weird on many fronts

It's referring to the roleplay-instigated battles. Somebody may have attempted to battle him at one point, and he might be stuck in that now lol.

okay. So it is a bug then? O.o
and where can I find the info where it explains the particulars of the not being allowed to use the power on a target for 'x' reason?

Well, not exactly a bug, as using powers on Bancroft was never really something that's needed anyway.
As far as the particulars, it was written in the update regarding RP battles (I think), but I guess it might not have been copied over to the wiki.
I guess alternatively it could mean the system thinks he's in a territorial battle. I'll check...
ETA: Okay it's just because he's an NPC. The message isn't quite correct, but it'll only show up if you try to mind block an NPC like Bancroft anyway, which isn't something that has any point to it lol.
