Against a human it will count as a regular attack. But you're right, it should probably just state it doesn't work against humans.

tested sandman with quick casting on a human thrall
harry vs willow (suzette's thrall) and got this;
"You spray bullets at Willow, and one of the bulletshits them in the shoulder with a thud, knocking them back."
