player submitted new rumours

It's a small thing and The David's so busy.
I was wondering if perhaps players could suggest new rumours by pming one mod or someone appointed (with their agreement not by force, lol)
to pick from the ideas and then maybe pass them through Josh first and if he agreed they weren't against cannon or anything,
then to pass them to David to plug into the code when he has a moment to and feels like something different to do I'm thinking isn't terribly complicated?
