Oldtown theater/npc's not spawning [?]

Are NPC's supposed to be spawning there? Cause if so, none do but cops and fadebeasts. It's been a long time/never since I can remember seeing any NPC in there. And it is a public building.

I just looked around and saw one vampire and a lot of humans... so.. fixed?
