Increased RPP for non-powered humans

So I brought up in another forum the idea of allowing humans (or at least true humans) to get RPP bonuses or advance in RP levels at a faster rate. The idea being, with all of the grid disadvantages they have, anyone playing a true human is mostly here to RP, and we should encourage that, as well as make the game a little more balanced for that race/class.
I also suggested if folks were worried that everyone would start as a human to get the bonus before getting powers (though I'm not sure what the problem would be with that, since they would still have to RP to get it) that part of designing a true human would be having to choose whether to get the bonus or reserve the option to become a vamp or powered human later.
(cuz what's the point of a masquerade if there's no one to hide from) ;)
