Buuuut, it's not the highest. Nishaa went into a security 8 factory today which requires 16 stealing to break into. Perk of the new 20 skills update. David said in the update, that there are sec 8 & 9's

I've been looking too. I'll shout for sure if I spot any.

I don't think the map has been updated with the new locations yet.
