I was just told that once a stat is maxed out, that anything extra that would push it over the maxed 30 doesn't have an affect any longer.

So Madison has 24 Dex naturally. A dex shield puts her at 28. She also has a Ring of Danger Intuition, so when being attacked, it would push her stat to 33 for that moment in time.

Does it actually do anything past 30 or is completely pointless to have your stats pushed past 30 by outside influences?

i do not know the actual mechanics...but i do know that at 34 dex human thralls can easily hit you

I'm not sure who told you that, but they are wrong. If you have 30 dexterity, any combat boosts you get such as relics, allies in the square, etc. boost your stats over 30 for that fight, and yes they will make a slight difference.
