Alert Level and Story Unpaused

The alert level has been unpaused from the time of this post. Additionally, random events and violation killings now have slightly more impact on the alert level.
The story is also resuming as of today. This means you'll continue to get new paper headlines, side-stories and chapters. It also means that you can once again submit roleplay impact threads, to impact on the story of the game, the alert level, and other things.
We're working on chapter 3 this coming week, and should have more news on that soon.
