To use it, do there have to be humans in the square?

I'm pretty sure it does nothing if there aren't any in the square. It might still take anima though.

Cause I was just reading it and level 1 can force 10 folks in a square to hit and level 2 can force 12 folks to attack.

But I was just wondering, how many squares actually have that many humans in it at once to really be of use?

pc humans dont count, but there are sqrs in some spots with 10 or more, just need to scout
