Hacking systems and Security levels in RP story threads

Access granted to all vampires (and humans of hacking 11+)
So I have learned and been informed that character level has a direct effect on the success of an IC hacking attempt and the information in which can be learned.
??Hacking skill of 20 is needed to successfully infiltrate a local PD database??
Why is it that less experienced humans are able to break into through the secure and hidden Crownet servers while it takes nearly twice of that level of skill to break into a local city government computer?

Could we have a ranged list of values that indicate relatively difficulty of level needed:

1-4 You can probably reset a Windows 7 password
5-8 Uses script kiddy programs on their Mom's PC
9-12 Masters use of Crownet through anonymous proxies
13-16 Manip Global finance transactions and Corporate databases
17-20 The RSA is your *****...

Something like that and a template for relaying the system scenario into a Dice Roller?

Good suggestion. I also agree with the crownet vs police system database comparison. It makes no sense to be able to hack into a supernatural source, but not a police database.

It's a good point though even though someone with lower could attempt and get something.
