UPDATE: Newbie Tutorial

When new players sign up now, they will start out in the Tutorial Hub. This is a new area of the game that while linked to the city, is really just an OOC training area where they can learn the basics before entering Harper Rock City. This area will remain open to them until they reach Level 10 and is accessible via the stations. Newbies can also choose to skip the tutorial all together.
For testing purposes. All players will be able to access the Tutorial Hub for the next week. After that it will be closed off and will only permit characters of lvl 10 and below. As usual, any bugs should be posted to the Bugs Forum please!
