Violators / Killing Violators

I have been thinking this over for a while and mused over it in many different ways before I even thought about coming forth with it.
Violators in the city, a whole list of them, everyone is either for or against. But the big thing is .... where are the repercussions for being on the list.
How about repercussions for killing a vampire?
Now I thought about this a lot. I even brought it up a few times in the chat mildly to see what people thought of it.
So here is four options that might help or hinder.. you pick:
1. Violators who get their name up on the violations list automatically get a penalty. A wound named VIOLATOR, which will only disappear when the violator's name is removed from the list or killed.
I was thinking something mild like -1 intelligence.
Due to the character being on the list they become paranoid over what might happen thus causing them to slip up or make a wrong move.
2. Killing a violator gets you a penalty for killing one of your own kind. Vampires are not suppose to kill other vampires. Going back to the Old Code, vampires are not suppose to be killing other vampires (or mating for that matter)...
Anyone who kills another vampire gets a -1 in Dex
A sore shoulder from the swing of the blade or gun going off / guilt from having killed a kin.. whatever the reason.
3. Killing a violator and getting rewarded not punished.. Well who shouldn't celebrate and get a little recognition for killing a violator of the code of secrecy?
+2 to Dex
Proud moment, their chest puffs up with pride.
or option 4.
Base the stats on how many times the character does it.
First time violators get -1 intell
second time violators get -2 ... so on and so on..
This acts like a death wound gathering the more the person violates, kills a violator or gets rewarded from killing a violator.
Alright, that's my idea.. rip it apart, add or criticize it..
