There have been various small things added over the past week (mostly today) which you might start noticing soon, such as fade windows, Crownet data packets, and rogue vampire NPCs spawning on the bounty list. Keep in mind that while all of these features are functional, I'll explain their full purpose once the chapter starts very soon.
In the meantime, yes you can hunt rogue vampires on the grid, and you'll get their bounty. They spawn automatically at an average rate of 1 in every 48 hours (sometimes much more, sometimes much less).
