Additional question for David.
Assume I spam Appraise on every Lionetti I come across... do any of them lead back to Bancroft's undetectable Master?
Given that we've never seen an undetectable vampire before, I'll work on the assumption that if they can't be traced back, we're dealing with the same vampire.

I'm not sure how Bancroft would have won if the votes hadn't yet been cast.
The bars represent public support on the build up to the voting. it's not 100% of public support, it's just 100% of his own personal chapter slider. The percentages mean nothing, other than to give people a figure to gauge things by. If the votes were cast right now it would mean, essentially, that Bancroft had won a landslide vote. It'd be unrealistic to say 100% of the votes, but it would be enough that people would call it a "landslide", lol.
As for the effects, yes the severity of the chapter slider ending positions could have an effect on certain elements of the story, too.

Appraising each of them would show that they are relatively low generation vampires who all stem from the same 2 vampires (some directly, some indirectly). These two vampires are rogues, one of whom is dead. Neither of which are / were particularly powerful. At least, not much more powerful than the most powerful PC. The sires of these two rogues are of no consequence. There are many rogues out there by now, and all of them eventually lead back to one of the existing (known) first gens.
