Does my vampire know this on a failed inspire attempt?
That's purely an OOC game mechanic.
Only? Because imo, when the anima or whatever our vampires would think of in terms of that kind of energy that they use for their powers, does not get depleted wouldn't they be able to guess that the inspire didn't take place? And any with telepathic powers could also read memories to learn. I'm pretty sure it's been rp'd out before, that someone beat someone else to inspire another which caused some ic interaction.

From a canon point of view, there shouldn't technically be a way to stop the use of the inspire power short of the character being mind blocked, because inspire can be anything from a motivating speech to essentially a powerful directional aura that strengthens a character's friend(s). The reason a character can't be inspired multiple times is for game balance, otherwise a character could have dozens of inspires stacked on them and have almost unbeatable stats.
So because the limiting factor for using multiple instances of the inspire power on one character are OOC, the mechanic is OOC. The person could play it out as the power working. Or they could play it out as the power, for whatever reason, failing. Honestly, I'd rather people just avoid addressing it in character though.

I'm not sure if this has been answered yet or not, but I'm curious how it would be played that a Vampire would learn a power.
I mean, most come naturally. You train and train and suddenly you crack it, celerity or whatever. But what about those powers that you can't necessarily train for? What about the Necromancer power "Medium"?
Medium: As medium allows the necromancer to see spirits on the world map, this power allows the necromancer to see dead more clearly then other vampires.
How do you just suddenly start to see dead people? Do you think you could effectively say you got hit on the head and when you woke up you're sixth sensing all over? Sorry. I'm super mature like that. XD

I think the powers are more innate that "learned" it's like a scorpion knowing how to inject venom. It just becomes a part of the vampire's natural arsenal. I've never seen a vampire "train" a power in any other game. They tend to learn human skills through study/practice, but the supernatural aspect always seems to be played as just that, supernatural.
I'm interested in the answer to that as well, great question Myk-mun!

Well, yes and no?
I mean, please take Myk as an example because this is mainly why the question occurred to me and therefore I require a little bit of help to see past my own narrow perspective.
Myk started on the Telepath path and has made his way around to the Necromancer path by speaking to Wraith Guides, being trained and spending PXP he has earned through years of being a Vampire, grid-wise. How does that translate into his storyline?
Well, some of his powers are natural to him, but I would limit these to his base path and maybe the first two bridges either side, but the further he deviates from his original path, the less likely it is for me to able to say, “Oh, he just naturally became proficient at being able to do… whatever.”
So it makes sense to me that some powers can be learned, trained for too. You learn that you can summon some spirits by performing a ritual that involves slicing your wrists open (Summon Spirit, costs 2 blood though it actually doesn’t say anything on the Wiki about how to RP this).
But for certain powers, I just don’t understand how a Vampire could just get hold of these abilities naturally or through training. My main problem being the Medium power. This is something that Myk has wanted for about 2 years now, but how does he go from not being able to see them for 4+ years to suddenly seeing them?
Like I said, the Telepath and Necromancer paths are on opposite sides of the spectrum, so I’m finding it difficult to believe that it takes 4 or 5 years for Myk to naturally acquire the ability to see dead people.
I’m not having a dig or anything like that. I’m really just dumb and looking for help. <3

I'm going to leave this one up to the writers and what they think makes sense for their character. Some characters won't take to certain Path powers as well as others. For example, someone is very likely to be in tuned to their base path and will probably pick those up intuitively. However, across the wheel, they may need someone to show them how it's done. There are also variations on the way powers can be played out, which may be slightly different from vampire to vampire, relevant when one is teaching another. For example, Mystic powers do not require any additional flair or ritual, but the Mystic character may add those themselves, or may even treat them like 'spells'.
For Medium, I think you could play it out however you want. Your character might learn the ability from another character, or they might pick it up by themselves. I won't say there's a 100% right way to do it, because MANY powers are tied to skills. For example, 'Inspire' (used because it was recently discussed), could have a lot to do with speech making, or persuasion. Phantom Thief relies on a character's ability to steal and pick pockets. There are numerous other powers like that, which are tied to skills trainable in a physical sense, so a character who wants to make the most out of them might need some sort of teaching. Or maybe not at all.
Up to you guys!

If this has been asked before, i apologize, but...there are some powers in regards to humans on the rp power page...primarily these below:
Lesser Demi Blood - Nymph You are not what is considered a true "demifae", but you do have some kind of Nymph blood in your veins. You are able to nurture and control the movement of certain plants and vines, and can even instinctively sense each plant`s natural / medicinal properties.
Lesser Demi Blood - Sidhe You are not what is considered a true "demifae", but you do have some kind of Sidhe blood in your veins. You are able to control gusts of wind and call phantom sounds with your mind, and although you can`t do any real damage with your powers, they are useful at times.
Lesser Demi Blood - Siren You are not what is considered a true "demifae", but you do have some kind of Siren blood in your veins. Your voice is enchanting, and you are able to hold your breath underwater for hours. You are also a supernaturally proficient swimmer.
I would assume vampires could sense that a human was more than a human via rp, or not really?
Could other humans 'feel/sense' that there was something different about these humans that have these powers?
I might have more questions as time goes on, but those are my main questions atm.

Unless I'm forgetting something, I don't think there's anything inherent to demi blood that a vampire would be able to pick up on, though a vampire could certainly guess the person has the equivalent of watered down demifae blood if they saw the powers in action. That being said, a vampire with appraisal could probably be roleplayed as sensing a difference, if they use appraisal on that human.
