Given the shifting of Teutonic plates (VERY odd in that part of the country, I smell a Fae like Nix said :P) from the earthquake, the River changing course isn't impossible. Improbable, yes... but ya can't get hung upon every little detail or the fun gets lost in the stress. KISMIF
The river flooded before due to snowmelt in the spring, and if it flooded now, those floodwaters would be diverted along the old riverbed (north) and around the old Cherrydale peninsula, because that's where the natural depression would be. Earthquakes don't generally change riverbed morphology to the point that the river actually moves.

But yeah. I looked up a map of tectonic hotspots in Canada, and HR is nowhere near one. Ergo, fae. Biiiiig bad fae. <.<

Right now, I believe there's about a foot of ice in most areas* - no, it wouldn't freeze immediately, but considering the snow/ground would be radiating cold upward, a few inches of water would start freezing in a matter of minutes (i.e. get really freaking dangerous, more so than just cold water), and a whole solid block would probably take a few hours if unsalted. Salt only works up to a certain concentration/temperature.

*based on memories of ice fishing and what I remember about ice causeways across the rivers. More for ponds/lakes, less for rivers, but only by a bit.

No salt water in that area, fresh water lakes.

I know it started out as a joke (the Fae did it) and I mentioned it my post more as Metaphor, but the more I look at it, from a supernatural standpoint, and a storytelling standpoint, it IS possible that the Fae did it.

So many ideas can come from it - Fae attacking while the floodwaters (which may inexplicably even be Warm) are surging, specially in the areas where the city comes into contact with the wilderness. Like the river area, the edges of the city... and heck, anywhere the possibly supernaturally brought about flooding is passing. XD

But yeah, we can just go run with it. :)
