How far can Wraiths affect the real-world?

Can mortals hear them speak?

I have a question with the Day of Broken Glass scenario in mind. Your run of the mill vampire with no daywalker power is going to get a heavy dose of sunburn if they wander around in the daylight. From a RP perspective, if a vampire activates the celerity power are they able to rush so quickly to their desired location that they only get a light sizzling of sunburn as opposed to a deep frying if they were walking normally in daylight?

Question - How far away do Home Tomes work? Is it just within the bounds of Harper Rock? Or Could a vampire with a home tome in another city use it to get back to Harper rock?

in the same vein,

How far away could a vampire with teleport powers teleport themselves or someone else?

For example: Could Doc teleport a pesky human that is bothering him to a neighboring town?

Or could Doc teleport himself to another town?

If not.. what is the range on bother teleports and home tomes

Fade Windows reflect the surface world, but to get anything major out of the experience, the character 'looking through' the window needs the Realm Watcher power.

They are mostly unable to move physical objects because they are spectral. For the sake of practical application, I'd say it's unlikely a wraith can impact the real world a whole lot on a physical scale. However, they can drain anima from vampires, so that largely depends on what type of affect you're talking about.

Yep!
Can Wraiths touch things?
They could try. I'd even go so far as to say that someone 'sensitive' might be able to fill a chill in their presence, the way that 'cold spots' are meant to help determine if a ghost is present, but that's up to the discretion of the writer.
How does a Wraith draw anima out of people?
I'd say that's up to the writer, for the actual 'concrete' description. I don't see it as being very different to vampires absorbing or 'feeding' off of spirits in Harper Rock, or spirits and wraiths in the Shadow Realm, so however you picture that working would be the way it works.

Well celerity isn't really an instantaneous movement from one place to another, from an RP sense, so I would say that it depends on how far away the inside location is from the outside. Really though, that question is just looking at differing shades of gray, if that makes sense. For example, a vampire outside, with a large umbrella, not hit by daylight would not logically get wounded from an RP point of view, but it's no different on the grid. So I would just practice discretion, and go with your gut, so long as you aren't ignoring canon, etc.

I'd also bear in mind that even a vampire with daywalker is going to be weakened by sunlight, so there are a few different factors to juggle there.

Vampires can use homebound from anywhere in the world, since the tome is anchored to one specific spot and the vampire isn't using their own magic/energy to fuel the process.

How far away could a vampire with teleport powers teleport themselves or someone else?
The max distance a vampire can teleport using the teleport ability is about 5 miles, from an RP point of view. However, powers work outside of Harper Rock, so a 'powerful' vampire could continuously teleport over a long distance, assuming they are magically inclined (I. E. have a lot of anima etc etc).

It reminded me of a question I've been meaning to ask for a long time (and am to lazy to go looking for so apologizes if it's listed somewhere else), but in regards to the transits. Are they Trains or Busses (or trolleys - not English trolleys but like San fransico's trolleys, or subways). And do they have set routes or do they go the quickest routes? Do they stop at other stations or is it just point a to point b? Or is this all just writer's prerogative?

Harper Rock has an extensive public transportation system, serviced by Harper Rock City Transit. HRCT is a private company; it owns and operates all public transit services within the city.

The main means of transit throughout the city is the underground subway system, which connects 9 of the 15 boroughs. From each station, an intricate network of bus routes connect most areas of the city.

The 11th station, Gambondale, was operational until the 2011 outbreak and following quarantine of the area. Since then, the station has remained closed to the public, but HRCT plans to reopen the station once the quarantine has been lifted and the zone cleared.
